This creates an immutable program revision under approved evidence. It does not grant any person competence or replace historical revisions.

A link does not create an account, add site access, change station qualifications or grant competence.

Applies to the selected person and exact program revision. Manager status or Trainer level alone does not grant these powers.

A no-expiry assessment cannot satisfy an operation that requires expiry. Failed or Trainee assessments can be retained but cannot authorize independent work.

The grant uses the selected assessment and exact current preceding decision. Changed history requires renewed review.

Revocation blocks new governed work. Original evidence at the time of past work remains retained for Quality review.

Select every operation that the approved process requires to be governed. Unselected operations keep their existing controls and are not declared competence-qualified by omission.
